Students need to understand the meaning of multiplication beyond repeated addition & the meaning of division beyond repeated addition and repeated subtraction. They also need multiple strategies to multiply and divide that will help them make sense of what they are doing. That will foster great learning of multiple conceptual strategies for multiplication and division that foster student success and a deeper meaning for multiplication and division leading to fluency.
